LIBRARIAN COMPENSATION, RECRUITMENT, & RETENTION

Sideletter

The University and the UC-AFT hereby agree to meet to discuss issues related to librarian compensation, recruitment, and retention. The purpose of these meetings is to:

  1. establish a mutually agreed upon comparison group;

  2. identify consistent and verifiable standards for analyzing and reporting librarian salary data across UC campuses;

  3. create a single data set for UC librarian salaries;

  4. establish benchmarks within the comparison group against which UC librarian salaries shall be measured.

These meetings will occur monthly, or otherwise by mutual agreement starting November 2003 and concluding no later than June 30, 2004. At the initial session, the parties will set ground rules for subsequent meetings and will obtain advice about the project from a mutually agreed upon compensation consultant. The fees for such consultant, if any, will be shared equally by the parties.

If the parties have not reached agreement on items #a through #d above, by March 30, 2004, they agree to bring in a facilitator to help achieve resolution of the issues.

The University and the UC-AFT may each designate up to five individuals to attend the aforementioned meetings. Bargaining unit librarians designated by the UC-AFT shall receive paid release time to attend the meetings. If more than one representative is from a single campus, only one representative shall be entitled to paid release time.

The location of the meetings shall alternate between UC's Kaiser Center in Oakland and the AFT facility in Burbank with initial meeting to take place in Oakland.
